Overflow Question

I'm setting up a tank that is 50" high. The overflow has two outlets. I'm thinking of making one a few inches below the overflow and the second about 12 inches below that. Any recommendations on both these outlet pipes?

if you go 12 inches below the overflow the water is going to fall a long way and will make a lot of noise. I would do one 2-3" below the overflow and then one an inch higher than that as a backup in case the other clogs.
