Would it be possible to overstock a reef tank by 1 or 2 fish if adequate filtration is provided and the fish do not have conflicts and water changes are a little more frequent?

Overstocking guidelines are to be taken into consideration but are far from a hard and fast rule. IMHO there are a couple things to consider, such as filtration and areas of occupancy. If your fish occupy different areas of the tank (ie. sand, rock, open water) I believe you can stretch the general stocking rules a bit provided you have adequate filtration to support the bio load produced.

‘Overstocking’ is a tank by tank basis. What’re you planning to have in what size tank with what filtration? If you do it slowly you probably won’t have a filtration issue, I’d just be worried about aggression due to cramped quarters

How resistant are the fish to nitrates though, in my freshwater tanks the fish are extremely hardy from my experiences but I don't know how well clown and gobies and all those do.
