Painted tweezers - how to

Saw the Megan smith use to make these but she seems to be MIA -

what type of paint is ok/good to use on stainless steel - then krylon fusion clear coat to seal it I would think?

acrylic paints? what about oil based spray paint that is then sealed with a krylon fusion clear coat? what about krylon fusion fluorescent paints?
