Painting PVC.

Hi everyone!
I'm not sure if this belongs in the DIY section, but it seems most fitting :)

What's so special about Krylon Fusion? I know it's the recommended paint to use for in tank stuff like PVC, but why? I know it's non toxic when dry, but what makes it so?
Does it lack a certain ingredient other paints contain?
Does have an extra ingredient which neutralises the toxins?
What do I have to look for in other spray paints of I'm not able to locate Krylon?
Will Ironlak be suitable?

I think what makes it special compared to other spray paints is because it bonds to almost anything with minimal preparation. Judging from the msds sheets it may have more ingredients that make it bond better. Not sure about the Ironlak. Pictures are of msds sheets for both. My Sherwin Williams representative recommended it for use in my tank and said after curing it should be non toxic because only the binders are left behind. I would try to get the Krylon if possible. Many people have used it with no issues. If you use it make sure you let it cure for at least 7 days after painting final coat

Thank you very much for posting the MSDS sheets for me :)
Unfortunately I don't know most of those chemicals or their toxicity levels haha.
