Can anyone please tell me what this is? Is it safe or unsafe? Any help would be greatly appreciated.

Is it still there? Touch it. If it's hard, its a tube worm. Soft is sponge.
This goes against everything we were taught in school...
"If it's wet and/or sticky and not yours don't touch it!"

Lol

No really though it looks like a tube worm (some times called fan worms or mini feather dusters)
