Please help me program my apex

Hi All,
I would like to program my kalk reactor stir plate to turn on twice a day for 15 min at a time: 6AM and 6PM. Can someone help me with the coding for doing this using my APEX?

This turns on the outlet from 6AM to 6:14AM (15 minutes since the 6:00 minute is included) and again from 6PM to 6:14PM.

If Time 06:00 to 06:30 Then ON
If Time q8:00 to 18:30 Then ON

No, that would run it for 31 minutes each starting at 6am and 6pm (correcting for the typo "q8:00").
