Potters Angel Hasn't Grown Much

My Potters Angel is an odd fellow. First off, he seems to have not grown at all since I have bought him about 2 months ago. Also, during the day his color is very pale if not white, but during feedings it come back to the nice blue it should be. I always have green seaweed in the tank and add vitamins on a weekly basis and to the fish food. I feed him mysis shrimp, spirulina and the angel food as well.

Any reason he may not be growing quickly? Perhaps they are a slow grower?
