Currently putting together a stand for a 60 gallon cube. I was considering mounting one of these DJ power strips directly under the top inside the stand. Will that be okay? I'm completely ignorant when it comes to electricity and worried what will happen if I ever have a leak

Yes. Many people do this. The only concern I would want you to address is ensuring that water cannot get to it. Just as a safety precaution.

Any ideas on how to keep water out? I do have a roll of pond liner I could line the inside of the stand with

Just proper location really. Many people mount them on a leg or something, vertical. Then include a drip loop as a safety measure. are you putting plywood on top of the stand? if so then maybe the pond liner on that to help minimize water getting into the stand. But really, I think vertical on a leg, with a drip loop would suffice.

You want to make sure it cant get splashed with water. Other than that you should be fine. I wouldn’t hang it above an open sump but to the side above the ground should be ok.
