Prisim ATO not powering up out of the box?

Purchased 2 of these through BRS. First one set up easily and works great no issues. Second one will not pump. Set up in the same steps as the first? Is this one DOA or am I missing something? Thanks

1: Try swapping power supplies
2: try swapping pumps
