I need help figuring out what is the best water level for this protein skimmer this is an external protein skimmer and I'm trying to figure out what is the best water level inside the protein skimmer before it actually Bubbles and raises when turned on.

Also where is the water level supposed to be in a wet dry trickle filter sump

I would turn it on and see how high it bubbles first. No way to know unless it's on.

I would also strongly recommend getting rid of the bio balls. You can put a refugium, live rock or other filtration equipment there instead.

Okay I was told not to use the bio balls but I'm on a budget and I'm going to use bio balls and live rock and I'm going to add a light soon for the sump

Don’t get mud. Get something like marinepure and macro algae to help with nutrient degradation.
