Is this spot normal he is eating and swimming around just fine but I didn’t know if this was something to worry about

How long have you had the puffer? When was the last time it was caught up in a net?

It has been a week. I put him in the tank with a bowl. I didn't use a net

Did the store net it up?

In any event, this is typically mechanical damage with a mild secondary bacterial infection. As long as it is eating well, I would just watch it for now. The next option would be to treat it in a isolation tank with a broad spectrum, gram negative antibiotic such as Neoplex.

I believe the store did net him and he didn't puff at all.
