Pvc pipe cave, but what type, glue?

So i want to make a cave or 2, i found the articles to diy, BUT, what type of glue or..silicone, once dried with sand on it. is not harmful to fish/ tank? Thanku as always

This has been underwater in my fresh tank for 2 years. This stuff of some of the black RV stuff I hear is really good.
