Question regarding a Apex with 300 watt heater

I have a problem with a Eihem 300 watt heater. I have noticed that my tank is running around three degrees higher than I have the outlet programmed for through my Apex. The heater is turned off at 78 degrees through my Apex but the aquarium is at 81 degrees. So you would assume the outlet would be turned off, but you can put your hand around the heater and it will be hot to the touch. I have two heaters for my 220 Gallon display, I have no problems with the other heater, any ideas?

Using the outlet display on your dashboard will let you know is the receptacle is turn on or off. I use it daily and during wc's to cut the pumps off.

Make sure the heater is in the 15 amp outlet. 4 & 8 if I remember right.
