What?
A little more clarification on what you're asking "What?" about might go A LONG way towards us being able to help you better.
A photo that actually shows what you're failing to describe would also help. Lacking a better photo, a good description of what you're witnessing would help us to understand what you're concerned about.
With the photo you've provided, and the lack of a description, my answer to your post, "what is it doing??" would be "staying wet." Without more information, we really don't know what you're even trying to ask about, other than an RBTA and what it could be doing.
