It wouldn't do anything for the old silicone physically holding the panes together, it’s just a thin membrane over the interior of the seam to protect the structural silicone from overly-aggressive algae scraping!
This is why I went down the rabbit hole that is glass rod fabrication, to add more glass to the interior of each seam, vs. just silicone!

I've been following this conversation. I would suggest listening to @UncommonSense, he's done a lot of research on these tanks and the silicon they use 
In my opinion, a Red Sea tank that's going to need to be rebuilt is not worth $300. I will bet at least three bucks that you're the only person interested in this tank; it's very difficult to sell a used tank, and I've been on both sides of the transaction. If you simply must try this tank, offer them $100, and tell them to thank you for hauling it away for them
When you consider the cost of this tank, plus the money, time and effort to get it in good shape, it's not going to be worth it. Add to that the potential extreme cost in terms of loss of livestock and property damage to your home should this tank ever give out down the road.
PetCo is having their 50% off regular, standard tanks, I honestly think that would be a better use of your money. Or, I'd be a bit more patient and see if another used system pops ups for sale, you never know when you're going to see something. I'd check your local Craigslist and Facebook Marketplace, as well as the R2R Marketplace. I see (and have purchased) used systems, it's often a great way to go because they often include A LOT of little things from nets and siphon hoses, to test kits, filter media and more, which can be a great value.

I’d get this thing emptied out sooner rather than later if I was you! It’s ready to burst!!
Regarding rebuilding (a interior silicone reseal won’t do much good here), it gets tricky with tanks this size, purely due to the glass thickness and subsequent weight… the front/rear long panes can easily exceed 100lbs/each, meaning you’ll need one or two skilled sets of helping hands to safely maneuver these bulky, fragile, dense panes precisely during reassembly!
Alternatively, structural reinforcements at every seam could potentially be an option, though I’m not sure I’d trust them for a tank this size unless they were really well thought out and executed!
