Im thinking of replacing half sandbed with new live sand also adding more benefical bacteria micro 7 will this harm fish in anyway cant seem to control phosphate will this help
 
When removing sand you just need to be careful, there can (likely depending on age) be a lot of bad bacteria you don't want to spread. So go slow and steady.

That said, I don't think MB7 is going to help reduce phosphates.

I would look in to running a GFO Reactor. This is safe and has worked well for me to get my sky high phos below .4, and I'm still working on lowering it more. Sadly it is not cheap, but it does work.
