If I have it set to pulse but at 10% does this in effect create a constant flow? The controller keeps the 10% light on constant, if it was pulsing I would expect it to light on/off

What is the minimum flow levels? Does anyone know?

It seems like 10% is the minimum and to get a pulse I have to set it to 20%? Or does 10% actually create a pulse?

If I set any of my cross flows to something similar I can watch it turn on and off. The light showing the 10% is just letting you know what it’s set at. If you can set it to 10% than that’s its minimum
