Refugium not working... should I create a DIY ATS

Yea 150w is quite a lot for chaeto without a heavy nutrient load.
I used to use a 6w jbj nano glo fuge light in my biocube and it kept the chaeto growing and green. Would pull a baseball to softball amount out each week.
Sometimes it would be white right up against the glass where it was exposed to light the most.
 
I don’t have the light submerged. When I first started I had it about 1” from surface and chaeto was growing super well and then everything went downhill when I got dinos. Tried new batch and raised light to about 6” because it looked like only top was dying but now it’s just a crap shoot.
