My question is, why do people plumb to the refugium from the return pipe and not the drain pipe?

Like hard plumbing? And use tube for drain? If that's the question it's all preference I'd assume. And water pressure through pump can have affect. I'm plumbing my sump now and going to use pvc for return drain and frag tank. But I'll also use short piece of tubing from pump to manifold, just in case there is vibrations

I'm sorry, I meant for a separate refugium tank not section of the sump.

Chaeto uses light and elements in the water to grow so I assume it's a way to run "cleaner" water to chaeto so it doesn't hold left over foods and detrius but it's only an assumption
