I have just purchased a new skimmer as my old one has broken down.

Part of my next project is to make a little refugium in my sump. I have heard people don't use skimmers if they have a refugium as that exports the necessary nutrients.

Can I still get a refugium with a skimmer in there? Refugium used for phosphate export and building copepods as I plan to purchase a mandarin dragonnnette next!

I am looking to DIY a housing for the light to prevent the light getting parts of the sump filled with algae, so show me your refugiums!

You can run without a skimmer but it has not with refugium or not to do. But - IMO - its wise to have a skimmer even with a refugium because it will contribute with gas exchange 7/24.
