Removing Rust Build Up

My tank was on was a steel stand, and when the movers placed it, they had scraped a lot of the paint off the bottom of the stand. 1 year of running the tank caused a significant amount of rust to build up under the stand on our floor. I'm not sure if the floor is vinyl or linoleum.

Just wondering if anyone has any suggestions on what to use to get the rust build up off? I bought Lime A-Way because the CLR said not to use on linoleum. It works great on the stained areas, but where there is actual build up of the rust on the floor it doesn't seem to cut through it.
