What’s going on with my Rick flower anemone? Is it pinned under the rock?

Maybe the flow is too high or something bothered it?

Mine sometimes does this if I cause too much disturbance in its area.
 
Mine does stuff like this and did very exaggerated versions of these when it spawned
 
As almost everybody has said before, this is what they do. They like being attached to a rock with the foot somewhat below the level of the sand. That way if they are disturbed they can retract and disappear in the sand.

The alternative is to take it off the rock and put it in a pvc end cap. It will set its foot in the bottom of the cap and you can push the cap down into your sand. I leave the rim of the cap above the sand for a week or two and then push it down under the sand. The nem knows it has a firm grip on the pvc end cap and can pull itself under the sand any time it wants. This also makes them very easy to move.
