Is that an air pump?
 
I'm not aware of any air pump that was submersible. Whose pump is it?
 
Shouldn’t hurt anything! Run some carbon if you want but I’ve had plenty of pumps over the years leak rust into my tank! Never caused any harm or algae like people say, lol.
 
What exactly is the scenario?

Any electrical device (meaning it has copper wires inside) not intended to be in water that was in the water is a substantial concern, even if it looked perfect on the outside.
