My 75 gallon saltwater tank has has been gathering sediment on the top it’s either sand or bacteria but no matter how much I do water changes or change the wave makers it always comes back anything could help.

Often light siphoning will help alleviate but what are we actually alleviating - Pics will tell
Please provide a couple of pics under white lighting

Thanks for pic. I see the issue- You have a NON-reef ready tank and no overflow so the water is in a sense stagnant. You need movement to break this up and in turn will help clarify/polish your water.
I see you have a canister unit and added chemical filtration is needed.
Best item to improve this would be a hang on back (HOB) refugium such as CPR backpack, clarity plus or Reef Octopus.

In the mean time , you can add a double bio wheel unit such as Penguin Emperor which will move water, polish water and bio wheel will provide a little chemical capability

Ok thank you so much this is my first big reef tank I have a13.5 doing fantastic but I keep having trouble with this tank it is only 5 months old so I did get a little enticed and added coral and what exact Refugio would you recommend for this 75 gallon to make it ready for coral and do you think I should remove my coral or anything like that?
