As soon as the lights turned off. A bunch of white fly looking nads started swimming around. The Shrimp are going crazy for them. Actually the first time seeing this. Is this a good thing? or Parasitic?

im familiar with Copods these are swimming around like little flies or sea monkeys lol

probably shrimp or crab larvae, at lights out the female releases the larvae and they are attracted to the moon lights and will gather at a flashlight beam.
