Either way. There just needs to be enough space so they can all bury.

I have a 20g QT, so a large Pyrex baking dish with sand would provide enough room for 2-3 wrasse?
I guess if one tries to bury on top of another, he will just have to say move over. Or they could possibly sense where another is sleeping, and pick another spot.
