Should I add more fish?

Alright I have an EcoSystem AIO 28gallon. I am running an AquaRemora with a Mag 3 skimmer and the back is full of rubble and some cheato. I currently have 2 Pink Skunk Clowns, a Lawnmower Blenny, and a Hector's Goby (tiny maybe an inch) Should I add more fish? Could I add more fish?

I would add a small wrasse.

I love wrasses but the tank is open top and that scares me.
