Should I get a protien skimmer?

I'm starting up a 35 cube (20x20x20) and my plan is to eventually have a pair of clowns, a couple anemones and some coral. It's been 12 years since I've done a reef tank and back then I had just about everything on my 100 gallon. However this time it's a minimalist approach. Unfortunately I won't have a sump, I plan for about 35lbs of live rock from my lfs, 2 inch sandbed and leave it empty for a couple months to establish it. Should I get a hob protien skimmer? I plan for at least a 10% water change each weekend and will do water testing very frequently but I was still unsure. I had one on my previous set up but as a college kid I will say I wasn't the most attentive with my water changes. I'm hesitant to not have one but if it's not needed I can invest that money into other areas.
