A warty frogfish gets up to 5.7inches
I think that’s the smallest adult

Yes. They don't come available too often but Antennatus tuberosus could be kept in a tank that size long-term. They get 3" max as adults.

This is my frogfish Morty. He's a sweetheart. Eats out of my hand. I got lucky, he was already accustomed to eating frozen when I got him. I added a gorgonian recently to his tank and he almost never strays from it now.))

Are there any Anglers that stay small enough that I could put in a 24 gallon?

A warty get about 4" max and grow pretty slow, they aren't as active or aggressive either and a 24g would be fine. Mine lives in a 29g and eats live food, my main filtration is an algae reactor that keeps my no3/po4 negligible. It would likely be best to make it a species tank and keep him there alone. You may consider a leaf scorpionfish or other appropriate sized scorpionfish as a room mate, other than that it's likely not a good idea. Anything small enough for a 24g would likely be on the menu for the angler.

210. He's in there with a porcupine puffer, tang, foxface, dwarf eel, and bicolor angel.

This is his perch. He sits up there most of the day. He always starts fishing when he sees me.
