Personally, I would get the fish out of copper while its breathing like that. Honestly I have never seen a fish recover from breathing like that. Methylene Blue may be your savior here.

Seems like something bacterial going on. Any more thoughts. Stop copper?

I can see the tail in this video (on my desktop now, not my phone). That does look bacterial. I cannot say if the bacterial issue is also causing the rapid breathing, but the copper power treatment itself is not doing that. Besides, didn't the rapid breathing precede the copper?

Well, I wish I could do a gill biopsy, because without that, we are just guessing.

Primary bacterial gill disease is pretty rare, but possible. I’d say dose a broad spectrum, gram negative antibiotic, like kanamycin or neomycin.

There are issues that cause rapid breathing that are not treatable - viral and coccidia are two I know of.

What about switching to Rally Pro treatment?

Perhaps - but that is not a particularly strong antibiotic. It just relies on a low dose of acriflavine for that activity.
