1st order of business, offer live food, ghost shrimp preferred, guppies will also be accepted. Cloudy eyes and not eating can be a sign of internal parasites. If he doesn't eat the live food, immediately treat with general cure or paracleanse, and I do mean immediately. A bulging eye is a bit more complicated, can be anything from an injury to some sort of bacterial infection. If he starts eating the live food, maintaining optimum water quality and continuing live feedings, many times the eye will heal on it's own.

My lion fish hasn’t eaten for a week, only stays vertical, and his eyes are clouded and one is bulging. Help!!!

If you don't get the help you want in this section of the Forum where friendly people hang out for meet and greet, then try the other area of Forum for fish diseases. There is a sticky post there that will help you with info on what details likely they seek from you (photo under white light, more). Hoping everything turns out okay for your lion fish.

Have you considered starting your build thread? I found its a great place to document my tank's evolution for myself. I started tank first then joined, so I'm still finding myself going back collecting pictures & updating historically as well as current state. Once you create your first post in your thread and link it to your account, they will give you build badge (look left, under my ID)
