Single damselfish or single chromis?

My ten gallon FOWLR tank has one skunk cleaner shrimp. Which would get along with my shrimp: a damselfish or a chromis?

one damsel. chromis need a school of at least 3 fish. plus damsels come in a lot of different colors

I read that damselfishes are territorial. Will it eat my skunk cleaner shrimp?
