Can you run too much or not enough water though the sump, where it effects your skimmer good or bad?

Yes, but unless the flow is very low, the difference will not be significant.

The reason I ask is I have been fighting with skimmers for a long time. Had my dc return pump turned all the way up. Then I turned it to about have way. And I swear my skimmer works better. But then I turned it down lower and the skimmer is working better then it ever has since I have had on the tank. Does this make sense?

Thicker darker stinker also go as far as the tank looks more clear.

Just an fyi which you may already know, but a larger volume of less dark fluid may actually remove more organics than a smaller, volume of thicker, darker fluid.

If the flow through the sump impacts either the flow rate through the skimmer or the water level around the skimmer, it might impact the total volume produced at the same setting. Some skimmers are very sensitive to the water level around them, and might need to be adjusted if that changes at all.
