Skimmer fitting ain't fittin'!

I recently replaced my skimmer and it doesn't appear to fit together right. The blue pvc T fitting is designed to fit all the way to the ridge, into the skimmer body. But for the vertical blue pipe (air flow adjustment) to fit into the top of that T, it won't go flush against the skimmer body. The collar up top keeps the pipe from angling, so I can't fully seat the T with the pipe inserted. During operation, half the air goes up the skimmer body and the other half fizzes out of the half-seated T fitting. I've fiddled with this thing trying different configurations (because the most obvious problem would be that I put it together wrong), but can't find a way to have that T sit where it should with the pipe inserted. What can I do? I was thinking about just taking a clean rag and tying it around the gap to keep most of the air in.
