skimmer pump not restarting

I am having trouble with my swc 150 skimmer. When the power goes out it won't restart. I have purchased a new pump and the same thing is happening. If I blow into the air intake it will restart but that's the only way. I have 7 inches of water in the sump. Any suggestions?

did you open it up to make sure its not binding?

I'm not sure what you mean? I can get it to go if I bang it or blow air into the venturi so it isn't stuck really well. I just don't want it to burn out trying to run if we have a power outage and I'm not home. This pump is new so it doesn't have any calcium build up. Could it be that my sump isn't deep enough so there isn't enough pressure to restart it?

My octopus does the same. I was told it needs a new pin wheel.
