After a week and a half I thought this acro was dead but now I see two lime green polyps popping out. is that how they normally come out when they are introduced to a new tank due to stress?
 
No. An image under white lighting would help to clarify.

Unfortunately the frag looks like it's on it's last leg. I see some tissue, but mostly skeleton. I would just wait and watch.
 
how long tell something like that can recover if it recovers?
 
If it survives it will regrow from the remaining polpys usually. Example, while out for a work trip this summer my wife wiped out 95% of my tank. Below this guy barely survived on a few polyps, and has regrown since mid August slowly "basing" down the dead skeleton.

Your tank looks fairly new from the screenshot. How long has it been running?

4 months. No fish yet. All of my other coral are doing great. This coral came in looking like that with out any green on it. This is the best it’s looked yet.
