Are the spots raised a bit and cottony/fibrous? If so it's Lymphocystis. Very often when fish, especially tangs, butterflies, angels, are going through copper and their immune system is depressed, this virus pops up. Harmless, and will come and go throughout its life, especially when its immune system is stressed.
Have you considered giving the fish a freshwater dip to check for flukes?Okay thanks!!

No other qt. I use the Seachem test kit. And it’s been 9 days. How long has your copper been therapeutic for? How are you testing for copper in water as well? Do you have another QT to transfer fish to as well?
The cupramine instructions say 14 days though? If fish are staying in same tank they need to be in therapeutic copper for 30 days. I would suggest a Hanna copper checker if you can swing it. I know the color charts are hard to read.
14 days at full therapeutic level is ok if you are then transferring the fish to a fresh, sterile QT for observation of another 14 days. The cupramine instructions say 14 days though?
