I have a dotty back in a 40 gal by himself and wondered if I could introduce a starry blenny and it be peaceful..
 
You can add it with caution. In my experience adding a new addition to the tank when the lights are off seemed to keep fighting and stress at a minimum.

A lot depends on species of dotty; neons for example are more territorial than orchids.
 
Yes beware of neon dottyback . One of the meanest fish I’ve had in my tank . My six line and others received a lot of anger !
