Starting a second tank and trying not to repeat any step that might slow cycling tank. Question is should you delay turning on filter and wave fan to allow bacteria treatments to settle? If yes for how long. Using fan and filter first tank cycled in 4 weeks.

If you have two tanks just use old filter media from the old tank and skip the cycle.
