Stocking a 20g waterbox

I wanted to create my 20 gallon water box into a frag tank, and as it’s cycling, I’m planning my rock work and livestock. I was planning on a 6 line wrasse and maybe a mandarin. I was gonna purchase a fuse so I have a good population of pods. But I have the opportunity to stock a puffer and I would rather have a community tank then a bully tank. I was gonna dominantly make this a zoa grow out tank, or a mix with euphyllia! What do you think I should pick, mandarin and some type of wrasse, or a puffer and some other type of fish?

and if you had the chance to stock a 20 gallon, what type of fish/coral would you stock in it?
 
A mandarin in a 20 gallon will be a ton of work. And a six line isn't compatible with a mandarin anyway.

I would do something like a possum wrasse, yellow watchman goby, and a firefish

I have read about keeping them together, but yeah, beautiful fish! Gotta love goby
