This is the sump I have is it possible for me to put a skimmer and return pump in 3rd chamber so I can still have a Refugium

Yes but you’ll risk micro bubbles entering the display from the skimmer via the return pump. If that doesn’t bother you, then of course.

External return pump wouldn’t make a difference. What you could do is get a HOB skimmer and hang it on the first or second chamber to prevent the bubble issue.

Is there any other way to stably keep pods without a refuge?
Of course. Pods will reproduce in your display without issue. I like to make little piles of rubble rock behind the main rock structure to provide them with safe spots where they can reproduce without being eaten.

Would I just put phyto right into where the “rubble piles” are?

You can, or broadcast. Pods generally do not need phyto to thrive in a mature display, they will eat detritus and micro algae.
