Surface Biofilm problems

When I turned flow oftoday to feed acans, I noticed a slick film on the surface and a few bubbles caught under it.

It’s a bit harder to notice with the flow on. I have both return bills and wavemaker pointed at surface for agitation and a Nero 3 on the way.
Is this normal ?

There appears to be lack of water movement or overflow
Aim power heads towards, not at surface
What filters are you utilizing?
 
I’ve popped down to the lfs and got a random flow generator nozzle. Seems to be helping flow agitation. My power head is a bit cheap isn’t too powerful hence pointing straight up haha. so I’ve got a Nero 3 on the way.

aside from this- the cause could be due to another filter intake under the water? It’s closer to the pump and I feel like more debris is going through this than over the overflow/filter floss.
I have a intank media basket in chamber one to catch the debris, but if majority of flow is going under and not over this would explain the surface film.
I’m gonna try clog it up.

(My tank is Fluval Spec 16 and not evo 13.5, they are practically the same bar this extra intake and a bit taller
