t5 fixture broken

My retrofit t5 fixture will flash but not stay on. I have tested both bulbs and even replaced the ballast. I've wiggled all of the connections as well. Short of taking this whole thing apart and starting over, can you make any suggestions?

Have you tried plugging into different outlets? Might be faulty wiring in your outlet. Im not sure tho, someone will chime in here.
