Tank Re-Cycle

My fishes have sadly passed away in my tank due to either not cycled or other reasons. I was wondering if I should remove all the sand and rocks and start completely over or just replace the water completely and do a re-cycle of the tank with existing rocks/sand.

If you are looking to cycle your tank again, just leave everything alone and follow through with the cycling process, since it has already begun. If you remove the water, substrate and rock, you are starting over again and postponing the completion of cycling your tank so you can get adding livestock. Test your water along the way.
