Toadstool not extending tentacles...

I've had these two toadstools for about 1 year, and cannot figure out why the tentacles are not extending...i have one in middle of tank in high-low, and large one in lower corner of tank

and this is the a frag off the big one that is extended in my friends tank

my parameters are 1.025 salinity, 400cal, 9.4alk, temp 78.2
