Torch coral not extending fully help

I got this torch on feb 24th and for the first few days it was fine, but I change my skimmer, went through a bacteria boom, had problems with zero phos/nitrate, but I've dosed phos/nitrate to keep it at a stable level, but it's still not extending fully and I'm not really sure why. I just moved it today to a lower spot to see if it would be better or not, but from the looks of it, still nothing.
My parameters are : (all measured with hanna)

Nitrate : 14.5
Phos : 0.02
Alk : 7.7
Magnesium :1450
Calcium 490
<- this video was taken during the night (hence darker video) on feb 26th (2 days after I got the coral).

<- This video was taken on March 16th during the day (hence brighter video)

I changed my skimmer around a week after I got the coral and that's when it started to not extend fully. All of my other corals (even including my goniopora) are doing just fine, so I'm not sure why this torch isn't extending properly.

Medium light and flow at upper half of tank and assure phosphate not elevated and calcium no less than 380
Additionally too much light and flow will stress it. Alk a little low-
What test kits are you using?

The first pic was actually when the torch was at the very top of the rockwork, I just moved it down yesterday to the "middle" part to see if it'll be better.

What Alk would LPS prefer?

I use Hanna to test everything
