Fairly sure it's some type of terrestrial aiptasia. :(

Things were going great. Although we did not want to go bigger than a 25' tall tree, we some how really enjoy the Japanese Cherry Blossom that can reach 50' tall.
The top 3 candidates were...

Japanese Cherry Blossom
Japanese Maple
Redbud 'Forest Pansy' or 'Royal White'.

I say "were" because in my area, I must ask for permission and pull a permit to plant trees on my sidewalk and in my city, there is about 12 species of trees we can legally plant. The 3 mentioned are not on the list :(

That’s a bummer. I hope they gave you a list of what your options are at least. That way you can check into what you can legally plant.

Forest pansy does well on the East Coast. Ours needs more sun. It is still small. Might have to move it.

Redbuds in general are an awesome forest edge tree. Kind of fast growing but lots of seedlings. Like a mimosa they are fast growing, too many seedlings, fast dying.
Lol a beautiful 'trash' tree to admire on your drive to work. But maybe not in your own yard.
I like ours, but they do have issues. [emoji846]

Bloodgood Japanese maple is the generic "tall" Japanese maple 15'? a million years from now.
10 years to reach 15 feet?
Can't picture that doing well in Southern California full sun?
