Yes those are flukes.

Dipping each one will provide temporary relief.

Then you will need to treat them with either Prazipro or general cure.

I was highly suspect of flukes all along with the Popeye.

If the others don't appear to be bothered by anything, should I still dip them? I have Prazipro, but not general cure.

You don't have to dip them if you are going to dose Prazipro.

The flukes come off almost instantly upon dosing. Just make sure to follow up with a second dose around 5-7 days later. The follow up dose removes any hatchlings that were still in the egg stage upon the initial dose.

I went ahead and dipped them all and added the Prazipro. I'll add a second dose in 5-7 days. Thanks for your help!

It IS popeye and is merely an injury which allowed air to reached the eye socket, which is the weakest area of the body on both fish and amphibians. I agree with Ford Family on using Epsom salt or canning salt which will aid with healing along with good diet and clean water- the fish will recover.
Although not needed , kanamyacin is effective treatment as is Bactrim.
