Tunze Nanostream 6055 Controllable Not Working Properly With Apex

I've got two Tunze Nanostream 6055's (https://www.bulkreefsupply.com/tunze-turbelle-nanostream-6055-controllable.html) hooked up to my Apex but there seems to be a problem. They only operate at one speed no matter what I program into the Apex. Then I noticed this speed is the same that the main power on the Tunze is set to. While hooked up to Apex I could manually control the Tunze speed up or down from the Tunze controller. But regardless of what the main power setting was on the Tunze I could not modulate the speed from Apex programming. Anyone else have this problem? I can't find it anywhere online.

Yes, the Tunze controller is set to external control.

Do they need to be hooked up to variable speed outlets in ADDITION to being hooked up to the VDM module?
