Turbinaria Rescue Mission - Need help

So folks, here's my dilemna. I have been slowly converting my tank to a reef from a fowlr, and it has been quite the ordeal. I have had multiple algea outbreaks and fish deaths that have nuked my tank a couple of times. Things are finally under control, I think, for now at least. I have a torch that is doing amazing, a duncan that has weathered the storm, but has not grown at all, still 1 head after 6 months, a kenya tree that is leaving all kinds of little trees everywhere and they are growing, a small set of gsp that have melted a little but I think I solved the problem and moved them to less light and direct flow, and this tubinaria that has slowly been fading on me. I thought that once I got all my parameters good, things would turn around, but it just slowly seems to be fading. It's taken 3 months to get to how it looks now, but I really want to rescue this guy. So any suggestions would be amazing as I am very much a rookie recovering from rookie coral mistakes.

Things that I have done recently so you have the full picture: I have been vodka dosing, reached 1.5cc before my nitrates started to drop quickly, so held there. I run Phosguard in a reactor on the side (used rowaphos but I kept getting small granules in the tank, so I changed for something bigger). I also run activated carbon in an old aquaclear canister jet that I changed every month. I removed a large cylinder filter from my tank that was super old and likely a large contributor to my nitrates and phosphates being a trouble. I have a CAD Lights PLS-100 that pulls nasty stuff out like a machine. I run a Maxspect 16K-160W on preset #1 (12hr cycle with 2hours at max, no moonlight). I also feed minimally to maintain fat bellies, but not to exacerbate waste. Yesterday I dipped the Turbinaria in Hydrogen Peroxide to rid the algae from it (As per Credabel's method, 3%, 20cc's in 1L for ~5min). I did see a change in the algae, and I see there greenish polyps coming out a bit. Here's a pic for reference.

What kind of lights do you have? What kind of flow is it receiving?

Maybe it was too well camouflaged in the script - but I have a Maxspect 160w- 16000k LED, for flow I have a jebao rs-8, wp-12, return and aqua clear cartridge in tank jet that gives me tons of flow.

I did notice though tonight some really small white things that are really hard to tell if they're moving or just debris. They look like small cylinders.

I feel like it's still receding slowly. After i did a peroxide dip, i see more polyps than I did before but that's about it. Any thoughts?
